Chichester Health Hub

Integrated Care Centre- Feasibility Study

Working with AtkinsRealis, ArchitecturePLB were appointed to produce a viability study for a 3,600m² new-build health hub on a vacant 1.1-hectare site in central Chichester, forming part of the Southern Gateway masterplan area. The proposal brings together a large GP practice with a number of community services provided by Sussex Community NHS Foundation Trust, creating an integrated care facility that would transform the operational efficiency of community health services in the city. Facilities include podiatry, Time to Talk counselling services, dental, physiotherapy, treatment rooms and children's services, alongside 22 GP consulting rooms and associated clinical spaces.

To inform the viability exercise, we consulted with key stakeholders and the Local Planning Authority, developing multiple massing options. Plans were drawn up calling on our experience delivering other Primary Care facilities and our work on similar integrated care centres. The site presented favourable characteristics including a flat topography, manageable flood risk and a significant tree line to Kingsham Road. However, constraints included proximity to residential properties on the eastern boundary requiring careful consideration of massing, height and overlooking, alongside the need to accommodate approximately 175 car parking spaces within the limited developable footprint.

We tested four distinct massing strategies ranging from single-storey solutions through to an integrated three-storey building, ultimately developing two preferred options in detail. The first approach proposed a two-storey integrated facility reflecting the predominant residential scale of the surrounding context, whilst the second introduced selective three-storey elements set back from sensitive boundaries to maximise parking provision and reduce the building footprint. The three-storey approach proved most efficient, creating a central ‘heart’ space connecting the key wings and services vertically. Our work established that the site is suitable for this proposal and that a building of this scale can be delivered in compliance with planning policy, providing West Sussex County Council with the design confidence to progress the project to the next stage of development.
